Child protection sector has several rights-based activities and monitoring them in numbers is not easy. There were no established indicators or systems to create monitoring data unlike health or education sectors where monitoring indicators are well established. UNICEF’s national programme to empower adolescents and prevent child marriages partnered with us to develop android- and web-based Quarterly Process Monitoring System (QPMS). Several NGOs across five states reported on their activities and outputs, they also compiled data from anganwadis, ASHA and panchayat offices to understand gaps and coverage of various schemes. NEERMAN’s team provided regular training, troubleshooting and handholding support; we were clear from the beginning – your programme so you monitor it but we can help! It took a lot of efforts to build consensus to use the system. But once stabilised, national reviews by UNICEF built accountability among all stakeholders to deliver results. And, when implementing partners themselves say that they understood their own programme much better due to the monitoring system, you know that the system has succeeded!
